Climate change is a global problem with local solutions. UK100's local leaders want to make the shift to Net Zero, but they face "Kafkaesque" policy and regulatory barriers to action.

UK100 has produced Powers in Place: The handbook of local authority Net Zero powers to help local leaders navigate the powers they have to drive local Net Zero action.
In examining the powers available to local authorities, Powers in Place concludes that despite the progress made by some trailblazing local authorities, many are still waiting for the government to provide the necessary resources and powers to fully commit to their Net Zero ambitions.
UK100 believes the UK will not achieve Net Zero on the backs of trailblazers alone. And we are campaigning for a Net Zero Local Powers Bill that permits and obliges local authorities to work with their communities to deliver Net Zero alongside a Net Zero Delivery Framework, overseen by a Net Zero Delivery Unit, and to end short-term competitive funding pots.
