The 15-minute city concept promotes access to essential services closer to home and supports active travel without restricting movement. UK100 does not mandate or require 15-minute cities and has not called for their widespread adoption.
Targets are chosen through a consultative process involving the UK100 Board, advisory council, and existing members.

The Countryside Climate Network is a subgroup of UK100 members whose authorities cover predominantly rural areas, offering access to specific meetings, events, and quarterly CCN leadership participation.
No. UK100 may make policy recommendations, but believes local leaders know their areas best and should decide how to act.
Net Zero means eliminating greenhouse gas emissions or reducing them to a level where they are balanced by emissions removed from the atmosphere. UK100 sees Net Zero as a vision for thriving communities, stronger local economies, lower energy bills, safer streets, cleaner air, and better-connected communities.
Yes. Councils commit to setting ambitious Net Zero targets for council operations and areawide emissions based on authority type, reporting annually on Scope 1 and 2 council emissions and areawide emissions, and limiting the use of offsets while prioritising local offsets if used.
UK100 consultants, known as Net Zero Pathfinders, provide advice and expertise to support council-led projects but have no decision-making powers and are not embedded in councils. Final decisions remain with democratically elected leaders and are subject to public consultation.
UK100 supports local authorities by amplifying local leaders’ voices to national government, enabling knowledge-sharing through events and communications, providing tailored insights and research opportunities, connecting councils with business and industry leaders, and demonstrating collective ambition to deliver Net Zero. Membership is available via a paid model or a free ally model.
