What products or services does your company offer that can support local authorities to reach their net zero targets?

Warmworks delivers a range of energy efficiency contracts (at both local and central government level) across the UK, aimed at helping people to better manage their energy costs and improve the energy efficiency of their home. Since 2015, Warmworks has helped almost 50,000 customers become warmer, happier and healthier in their homes.

Warmworks’ role is to ensure that the transition to low-carbon living, with its rapid shift towards new and decarbonised, renewable technologies in people’s homes, is open to everyone, especially those who need extra help and support to adapt to change and who stand to benefit the most from lower bills and more energy efficient properties. 

This work also has an important role in supporting and empowering the communities in which we work and live. The process of making thousands of homes more energy efficient has meant creating hundreds of jobs, apprenticeships, and training opportunities for local people and businesses, leaving a real and lasting legacy. 

In the largest energy efficiency scheme that Warmworks delivers, we have observed the following impact across 2024/2025:

  • 7,334 households across Scotland received support through the scheme during the period, which is the highest number of households ever supported by the scheme in any single year. 
  • £466 is the average household energy bill saving achieved for households supported by the scheme. That equates to a saving of approximately £3.4 million in just one year.
  • 6.3 SAP points is the average increase in energy efficiency rating per household supported by the scheme, as measured by the Standard Assessment Procedure.
  • 2,326 renewable technologies were installed in households across the country, which is the highest number ever completed in a single year. Out of this number, 753 households benefitted from a zero-emissions heating system being installed.

More than 5,900 tonnes of CO2 are estimated to have been saved over just 12 months by the scheme.

What sort of local authorities do you think your product or service could help?

With extensive experience of delivering large-scale energy efficiency contracts across the UK – including the Scottish Government’s flagship fuel poverty scheme – Warmworks has developed a model of delivery that is already producing proven results across local and centrally-managed energy efficiency schemes. This delivery model benefits local authorities looking to improve the level of fuel poverty locally and decarbonise their housing stock.

As a Managing Agent, Warmworks manages the end-to-end delivery of its contracts and actively works with locally-based suppliers and installers, meaning local authorities also benefit from the development of local skills and the creation of jobs and apprenticeships.

Can you give us an example of a local authority you have worked with? What challenge were they facing, what was your intervention and what was the outcome?

Warmworks has formed a long-term, multi-million-pound partnership with Newcastle City Council with the aim of helping the local authority tackle fuel poverty and deliver on its net zero ambitions by cutting carbon emissions and improving the overall energy performance of its housing stock.

This five-year partnership began with the delivery of the Sustainable Warmth Scheme, which saw Newcastle City Council residents living in properties with poor energy ratings (EPC bands D to G) being offered energy efficiency improvements, including wall, loft and floor insulation, low carbon heating systems, and solar panels.

Warmworks has continued its partnership with Newcastle City Council through the delivery of the Warm Homes: Local Grant, which is focused on supporting low-income households, particularly those living in properties with poor energy ratings. 

Through this long-term partnership, residents have benefited from warmer, more comfortable homes and reduced energy bills
