What products or services does your company offer that can support local authorities to reach their net zero targets?

Local government is constantly changing. Today, shifting political leadership, local government reorganisation and devolution are reshaping how councils integrate climate action and resilience across public services, from housing and planning to transport and waste.

At the same time, the government's digital transformation is creating new capacity to access, share and act on data across organisational boundaries, turning what has been a fragmented, time-intensive process into joined-up, evidence-based decision-making.

For councils, these changes create real opportunities to improve public outcomes through climate action: the ability to track emissions, coordinate priorities across services, and demonstrate how it translates into practical public benefits, from lower energy bills and warmer homes to cleaner air and healthier communities. 

ClimateView was founded to support Councils with exactly this, starting with making the IPCC’s climate science more accessible, so they could use it to plan and track community-scale action. This mattered because local authorities needed a way to develop climate and energy plans based on credible evidence, both to build public support and to justify investment in future projects.

Today, ClimateView has co-developed a globally recognised Transition Element Framework for modelling the environmental, social and economic impacts of shifting to more sustainable energy, transport and building options, and built this into an online platform. It is used by 400+ local governments worldwide to plan and track the local transition, and just as importantly, bring it to life to inspire residents to do the same.

With this in place, climate and energy plans are no longer abstract and can be aligned to broader council objectives across policy areas. A digital platform makes it quick and easy to show partners, residents and investors what the council is doing and planning, where the evidence comes from, and how it's tracking. That transparency helps bring partners on board to drive investment and inspire real change in the community.
• ‍Build internal capacity for long-term delivery: Climate work needs more than a plan, it needs people with the confidence and processes in place to deliver it. ClimateView pairs the platform with structured training, including through our partners such as UK100 and Mott MacDonald, so officers and councillors can develop skills as they use the platform rather than in a separate workshop. That means less dependency on external organisations, and more institutional capability to lead the transition over time.

How impact is measured with ClimateView

Every assumption made in the platform is visible and editable: if the model produces a number, a council can see exactly why, which means the numbers are easier to justify. Rather than only reporting historical emissions, councils model a current-policy pathway alongside a "should-do" pathway, so impact is measured as the gap closed between what's committed and what's actually needed to reach the target, not just activity reported after the fact.

In practice, this is how Glasgow City Council's Integrated Net Zero Route Map has captured over 95% of the city's monitored emissions inside a single, shared framework, cited by partners Mott MacDonald as a leading example of place-based delivery, and it's the same basis councils use to build an indicator framework for ongoing, quarterly reporting to residents, partners and scrutiny committees.
