What products or services does your company offer that can support local authorities to reach their net zero targets?

EMSOL helps local authorities understand, evidence and reduce pollution and emissions generated by their own operations, contractors, transport networks and regulated sites.

Our platform combines real-time environmental monitoring with video analytics to identify not only when pollution occurs, but also what caused it. This allows councils to move beyond measuring environmental impacts and focus on practical interventions that deliver measurable improvement. Typical applications include:

London Borough of Merton – Waste Site Emissions Reduction

EMSOL helped Merton Council transform a long-standing environmental challenge at its Weir Road waste sites. By combining air quality monitoring with activity data and source attribution, the Council gained objective evidence of pollution sources, enabling operators to implement targeted improvements. The result was a reported 28–40% improvement in environmental performance, reduced complaints, improved stakeholder confidence and a more proactive approach to environmental management.

The London Borough of Merton wanted to better understand the environmental impact of activities taking place at its waste and recycling facilities and identify practical opportunities to reduce pollution.

EMSOL deployed its monitoring and video analytics platform across multiple waste sites, providing real-time environmental data and visual evidence of pollution-generating activities. The system identified specific operational behaviours contributing to elevated particulate emissions, allowing targeted interventions to be implemented by site operators. The result was a measurable reduction in particulate pollution across the monitored sites, with PM2.5 reductions of up to 46% and PM10 reductions of up to 47%.

The project demonstrated how local authorities can use evidence-led environmental management to improve air quality, support climate objectives and strengthen environmental governance across operational assets.

What is the cost of your support to local authorities?

EMSOL offers flexible deployment models depending on project scope. Projects typically range from:

  • Pilot projects from approximately £3,000–£10,000
  • Single-site monitoring programmes from approximately £5,000–£8,000 per annum

Principally EMSOL seeks an enterprise model for the use of our technology and innovation. As such our Local Authority projects aim to be only proof of concept for a scalable enterprise solution. That enables a win-win approach and solution to sustained growth without over commitment to the public funding.

We are happy to work with local authorities to develop phased programmes, pilot studies and grant-funded initiatives.
