What products or services does your company offer that can support local authorities to reach their net zero targets?

Shuffle Energy is a pioneering thermal energy flexibility platform helping local authorities unlock cost savings, new revenue opportunities, and carbon reductions across public sector estates. Its AI-powered ThermalFlex platform intelligently optimises and monetises low-carbon thermal assets - including heat pumps, thermal storage, and air conditioning - alongside solar PV, battery storage, solar thermal, and EV charging infrastructure to improve energy resilience and accelerate net zero goals. Designed for the practical realities of complex public sector estates, Shuffle Energy enables the efficient management of energy-intensive buildings and infrastructure such as leisure centres, offices, schools, depots, housing portfolios, and district energy systems.

  • Thermal storage systems
  • Metering and sub-metering platforms

Key capabilities include:

  • Automated tariff and load optimisation
  • Demand flexibility and peak load reduction
  • Real-time control of multi-asset energy systems
  • Export limitation and self-consumption optimisation
  • Carbon-aware energy scheduling
  • Portfolio-wide energy visibility
  • Carbon reporting and performance tracking

The platform requires no major capital deployment and can be implemented alongside existing energy suppliers, PPAs, and infrastructure.

PeakPay Pro – Portfolio Analytics and AI-Driven Insights:

PeakPay Pro extends the core optimisation service with advanced analytics and portfolio-level management tools suitable for local authority estates. Features include:

  • Portfolio-wide asset performance benchmarking
  • AI-supported virtual energy management
  • Anomaly detection and operational diagnostics
  • Electrical capacity management
  • Identification of underperforming assets or sites
  • Data gap identification and metering validation
  • Description of Operation Deviation Reporting (DESOP)

These capabilities help councils improve operational efficiency, reduce maintenance-elated energy waste, and ensure buildings perform in line with intended design standards.

How We Measure Impact

Shuffle Energy measures impact using industry best-practice methods aligned with UK public sector decarbonisation and energy management standards.

Energy & Cost Savings:

We deliver:

  • Flexibility market participation delivering net economic benefit to customers.
  • Heat pump vs Gas boiler vs Solar optimal usage
  • Energy cost savings and reduced wasted energy
  • Improved renewable self-consumption
  • Comfort, safety, and operational performance

Our optimisation projects deliver measurable savings while improving long-term energy resilience.

Operational Performance:

We ensure:

  • Asset efficiency and system performance
  • Heating and cooling operation against design intent
  • Detection and correction of operational issues
  • System uptime and control effectiveness
  • Portfolio benchmarking across sites

Carbon Reduction:

We quantify avoided emissions through:

  • Reduced electricity consumption
  • Carbon intensity analysis using UK grid emission factors
  • Load shifting to lower-carbon periods
  • Improved efficiency of heating, cooling, and electrified assets
  • Reduced peak demand and network stress
What sort of local authorities do you think your product or service could help?

Any local authority who owns or operates the following energy-intensive buildings and infrastructure: leisure centres, offices, schools, depots, housing portfolios, and district energy systems.

Can you give us an example of a local authority you have worked with?

Shuffle Energy recently partnered with Leeds City Council on a pilot project to demonstrate heat pump optimisation and energy flexibility opportunities at a site that had transitioned to low-carbon heating using air source heat pumps (ASHPs). By deploying monitoring and control hardware integrated with the Building Management System (BMS) and energy meters, Shuffle Energy used its PeakPay platform to collect and analyse live operational data from heat pumps, boilers and site energy systems. The project provided evidence-based insights into system performance, identified links between fault events and energy consumption, and demonstrated how thermal flexibility in the swimming pool environment could support future demand shifting without impacting user comfort. Supported by innovation funding for wider rollout across additional council sites, the project will highlight how local authorities can use intelligent monitoring and flexibility platforms to improve performance, reduce costs and emissions, and prepare public buildings for future smart energy markets.

What is the cost of your support to local authorities?

Our support for Local Authorities is flexibly priced to align with the scale and scope of each deployment, ensuring it meets individual council objectives and budgets. For PeakPay, pricing is based on electricity bill value and the capacity of DER assets managed, while PeakPay Pro pricing depends on the number of sites, user licences, and units managed within the subscription package. We’re happy to work with you to identify the most suitable configuration and pricing structure for your programme requirements.
