The overarching message of the Powers in Place series is that local authorities face “Kafkaesque” barriers to achieving their Net Zero goals.
Among the key recommendations, Powers in Place calls for a new Net Zero Local Powers Bill, Net Zero Delivery Framework and a reform of the short-term, competitive approach to local government funding.
