





UK100 has submitted a response to the Ministry of Housing, Communities and Local Government's consultation on the Local Government Outcomes Framework. The submission examines how local authorities can use the Framework as a supportive tool to deliver key national outcomes whilst prioritising local needs.
As a network of 119 local and combined authorities, UK100's response draws on insights from our members and highlights a major missed opportunity. Climate priorities are significantly under-represented in the proposed Framework, with no clear indicators on emissions reduction, decarbonisation, energy efficiency, or sustainability. This limits councils' ability to embed climate goals as core local priorities despite the UK's legally binding net zero targets.
The response outlines several key recommendations across housing, transport, environment, and neighbourhood outcomes. For housing, UK100 advocates for stronger metrics on retrofit measures, heat pump installations, and fuel poverty statistics - linking these to the Warm Homes Plan's £13.2 billion investment. The submission emphasises that tackling climate change together creates thriving places powered by clean energy with fresh air to breathe and warm homes to live in.
UK100 calls for the Framework to better capture the wider co-benefits of climate action, including health improvements, economic growth, and local job creation. The response demonstrates how ambitious climate action can drive positive outcomes across multiple areas, supporting the Government's Clean Power by 2030 mission and broader national priorities.
