The ambition of local leaders to facilitate the transition to Net Zero is stymied by a lack of access to development finance for local projects; the disparity between private finance and local authorities in their attitudes towards risk continues to be a barrier (UK100). 

Government has a role to play in shaping markets to unlock investment. Local leaders are well equipped to avoid the siloed approach that can come from focusing on one particular technology or sector. They’re well placed to help design, facilitate and deliver the integrated “whole systems” approach which would enable industry and private capital to work with the UK’s local authorities to scale up investment initiatives - delivering the transition to Net Zero that is expected by our population and now is enshrined in law. 

The Net Zero case studies in this finance category will explore how local authorities can engage and work with partners to develop a pipeline of investable projects in their area. They also explore where and how local authorities can access the advice and support they need to develop investable programmes, attracting the funding that is crucial to delivering Zero Carbon plans.
